The illegal Russian military presence hinders the full implementation by the Republic of Moldova of the provisions of multilateral instruments in the area of conventional weapons

On October 26, 2018, the ambassador Victor Moraru informed the UNGA First Committee (Disarmament and On International Security) that the continued illegal Russian military presence on Moldovan soil hinders the full implementation by the Republic of Moldova of the provisions of multilateral instruments in the area of conventional weapons.

While located on the territory of the Republic of Moldova, the Russian conventional arms and munitions are not under its “jurisdiction or control”. The Moldovan Government and the OSCE have been prevented from verifying existing Russian stockpiles, monitoring their transfers or assessing the technical conditions of munitions. The ambassador Victor Moraru called for the resumption of and complete withdrawal of Russian military forces and armaments from the territory of the Republic of Moldova, in accordance with the 1999 Istanbul Summit Outcome Document and as required by the recently adopted UNGA resolution A/72/282,

He also expressed deep concern about the illicit production, illegal transfers of and excessive and destabilizing build ups of conventional arms in “grey zones”, where Governments do not exercise complete control of their territory and urged UN Member States to do more to reduce the unregulated availability of conventional arms and small arms and light weapons in areas of conflict or potential conflict.
